Our client requires an experienced residential block manager to manage a portfolio primarily based in the East Midlands.

The Residential Block Manager is responsible for overseeing the day to day management of a geographical portfolio of managed estates, ensuring that the companys management obligations are fulfilled and its services are delivered to a high standard, in accordance with good practice and current legislation. The Block Manager works closely with the office based team who deal with and action most telephone enquiries from owners/residents.

Dimensions

To undertake the day to day management of a designated portfolio of properties

To act in support of on-site staff allocated for that part of the portfolio

To support the Regional Manager in providing a first class management service meeting all legislative and statutory controls, best practice guidance issued by RICS and ARMA and those of the company

To meet the requirements of the firms clients and the needs of the lessees in fulfilling the role of Block Manager will report to the Regional Property Manager.

Core responsibilities

Other duties necessary for the good management of the estates or as reasonably required by the Directors.

Visiting each estate on a predefined cycle of visits for the purpose of building and grounds inspection, checking the standard of services and identification of any management, safety or repair issues.

Authorise and monitor execution of works

Inspection of repairs and required maintenance work, arranging remedial work in accordance with the companys responsibilities and supporting administrative staff in dealing with routine repairs.

To ensure the regular inspection of all managed buildings and the maintenance of notes concerning those inspections and records and information on health and safety matters

To ensure that effective planning and management of all maintenance and repair work and to monitor and control all regular maintenance contracts through the direct liaison with facilities management and procurement management. This will include specifying, tendering and supervising works where necessary

Liaising with developer clients in conjunction with the New Business team and dealing with the handover into management of new estates.

Dealing with breaches of the lease/deed or other matters relating to the good management of the estates and Ensure adherence to property leases and compliance with statutory requirements

To prepare and/or supervise the preparation of a detailed annual budget of anticipated expenditure for each property in accordance with the service charge procedures within the portfolio and to ensure this is properly entered onto the computerised property management system.

To prepare or approve and sign all letters addressed to the lessees in relation to the annual budget of service charge expenditure and the reporting of the final accounts

Negotiating suitable contracts for the provision of estate services and maintenance of equipment on new and existing estates.

Ensuring that full information on each managed estate is compiled and maintained to facilitate its good management and allow administrative staff to effectively deal with management matters.

Dealing with correspondence and enquiries from owners/residents concerning management matters and assisting administrative staff in dealing with routine enquiries.

Supervision of service/maintenance contractors to ensure that services are provided to a suitable standard and equipment is maintained in accordance with good practice, health and safety standards and any relevant regulations.

Act as interface between Tenant and Client

Manage and liaise with on-site teams and other professionals to provide a full service to the client

To ensure that the necessary consultation takes place with lessees in respect of budget of expenditure and that clear explanatory notes concerning the budget are prepared for the benefit of the lessees

To ensure that the monthly and quarterly expenditure against the budget is properly monitored and controlled and to review this on a quarterly basis with the Regional Property Manager.

To liaise with tenants, lessees and residents associations as and when required and to attend meetings during normal business hours

To deal with day to day correspondence and telephone calls with lessees and to see that the response protocols are adhered to

To provide through assistant managers and support staff a proper and responsive service for tenants and lessees in answering all queries that may be raised in relation to the management of the property, the state of an individual account and any general enquiries on the service charge, etc. In providing this service to liaise with the accounts and other accounting departments as and when required and to provide advise on improvements that can be made to the service to the Head of Property Management

To provide management information as required through the Head of Estate Management and Regional Estate Managers, Residential Facilities Managers, Building Surveyors, Clients, Tenants and developers

To supervise and monitor the maintenance and updating of the computerised property record system including all contract records and contractor listings

To be responsible for the day to day monitoring and control of all aspects of health and safety and ensure compliance at all times with current legislation including the updating of all health and safety audit documentation in accordance with the health and safety legislation

To authorise and approve all invoices received for payment being satisfied that the work or supply represented by the invoice has been properly incurred and satisfactorily completed or delivered

To manage all on site and client staff for whom the Block Manager acts as line manager and to supervise the works of all other support staff working under the Block Manager on the designated part of the scheme

To develop personal skills both in the technical aspects of property management and in the essential areas of communication and customer care necessary to provide highly customer focused management services

To ensure that the profile of the firm with the lessees and on the estate is clear and visible by regular contact with lessees and regular visits and inspections around the estate and to the individual properties

To deal with all day to day correspondence with lessees ensuring that this is dealt with within the clients requirements and the firms requirements.

Need to KnowQualifications

Estate management qualification or equivalent

(Membership of IRPM )

Skills & Knowledge

Up to date knowledge of legislation regarding property management

Demonstrable technical competence in property management

Basic IT skills (word-processing and spreadsheets)

Industry specific packages (e.g. Propman)

Good working knowledge of all aspects of residential property management including health and safety and all legislation, guidance notes and recommendations made in respect of residential property management either by statute, by RICS or by ARMA

The Block Manager will need to be a good communicator, able to motivate both the direct staff and on site staff to provide a user friendly and customer orientated management service

The Block Manager will need to be a good communicator both in spoken and written word

Experience

likely to possess 2 years post-qualification experience general practice background for either a corporate, public sector or private practice (for more senior roles)
